Each province and territory (except Quebec and Nunavut) runs its own Provincial Nominee Program with streams targeting different types of workers, students, and entrepreneurs. There are two main pathways:
Express Entry candidates can receive provincial nominations through enhanced PNP streams. A nomination immediately adds 600 CRS points — virtually ensuring an Invitation to Apply at the next draw. IRCC then processes the PR application.
Base stream nominees apply directly to IRCC for permanent residence as a provincial nominee, separate from the Express Entry pool. Processing is typically slower but is an important alternative for those not eligible for Express Entry.

A provincial nomination through an Express Entry-linked (enhanced) PNP stream adds 600 points to your CRS score. This is effectively a guarantee of receiving an Invitation to Apply (ITA) at the next Express Entry draw, since 600 points puts you at the top of the pool.
The best province depends on your occupation, education, language skills, work experience, and any existing ties (such as a job offer or family in that province).
